Delia Baulwin, Area 4 Trustee

Delia Baulwin was honored to be appointed to the Elk Grove Unified School District Board of Education to represent Trustee Area 4 in February of 2025. Her journey is deeply rooted in her love for the community and her sincere desire to make a positive difference in public education.

Mrs. Baulwin has called Elk Grove home since 2018, where she and her beloved family chose to settle in the Laguna area, inspired by its remarkable schools and its rich diversity. She is married to Brian Baulwin, and together they cherish their three wonderful children, who attend Laguna Creek High School and John Ehrhardt Elementary School. Her commitment to education and community extends beyond her role as a trustee; she previously served as a commissioner for the City of Elk Grove’s Diversity and Inclusion Commission starting in January 2023, and as a board member for EG SPEAKS, a non-profit organization dedicated to supporting and advocating for students and families with disabilities. From 2021 to 2023, she served as a school site council parent representative at Elizabeth Pinkerton Middle School, working tirelessly to ensure that funds and resources truly supported student success.

Currently, Mrs. Baulwin works at the California Department of Human Resources, Benefits Division, where she manages an awesome team dedicated to providing quality benefits for state workers. Her 16 years of experience in education reflect her deep passion for nurturing and supporting others. She began her career as a social studies teacher in Atlanta, Georgia, and Avondale, Arizona, teaching in Title I schools where she witnessed firsthand the challenges and barriers that widened the opportunity gap for many students. After returning to her hometown of Tacoma, Washington, to raise her daughter as a single mother, she continued her work in education outreach, supporting students at The Evergreen State College through the TRiO Upward Bound program, helping over 100 students realize their dreams of attaining a college degree.

In the wake of the COVID-19 pandemic, Mrs. Baulwin transitioned into Human Resources, but her heart remained focused on education and community. In 2020, she developed a heartfelt passion for neurodivergent inclusivity and supporting families, especially parents, navigating the complex resources and services needed for autistic children. Having personally experienced the challenges of supporting a child with special needs, she understands the importance of compassion, patience, and inclusivity. She actively supported families through early intervention, special education meetings, and volunteering at her children’s schools.

Now, as the Area 4 Trustee, Mrs. Baulwin is privileged and honored to serve her community. She brings a perspective shaped by her own experiences and the needs of many families in Elk Grove. Serving families, students, teachers, staff, and the community at large has become a labor of love for Mrs. Baulwin, and she is committed to listening, supporting, and fostering an inclusive environment where everyone feels valued and cared for.
